On Nov 9th , 2006, the council boarding meeting of UNEP-IESD opened in kempinski hotel Beijing.Participate including: Mr.  Geping Qu ,chairman of China Environment Protection Fund , Mr. Surendra Shrestha, director of UNEP-ROAP, Prof. Gan Wan, president of Tongji, staff of IESD, Mr. Achim Steiner , director of UNEP, Mr. Feng Jiang, vice director of international department of education ministry, Prof. Nario T. Tabucanon, senior consultant of UNEP and former president of AIT and Prof. Qi Zhou, Dean of school of environment science and engineering Tongji. 

At first, IESD reported the work of IESD in 2006 and its 2006-2010 working plan including its education science research and finance to board members and participants. Meanwhile, IESD expressed thanks to the new UNEP director Mr. Achim Steiner for his coming and told the development information about IESD. Prof. Gang Wan, President of Tongji discussed with Mr. Achim Steiner about further development and working focus of IESD in the future, he also invited Mr. Achim Steiner to attend the 100 anniversary activities of Tongji University in 2007
