Summary of the assigned duties:
Under the direct supervision of the Head of the Sustainable United Nations and the Senior Programme Officer for Sustainable Buildings and Cities, the SBCI Coordinator will:
a. Manage all aspects of the implementation of the SBCI.
b. Provide support to other sustainable buildings related projects and activities in UNEP, including Sustainable Building Policies for developing Countries (SPoD), Sustainable Urban Social Housing Initiative (SUSHI) and the Sustainable reconstruction project.
c. Support the Senior Programme Officer for Sustainable Buildings and Cities in developing new projects and programmes in emerging areas, such as Green Economy, the 10-year programme on SCP, and cooperation with China and Africa, and to do so under the overall context of an integrated sustainable buildings & cities programme in UNEP.
Background
The Sustainable Buildings and Climate Initiative (SBCI) was initiated by UNEP in 2005 as a partnership between UNEP and the building sector to promote the adoption of sustainable building practices in general, and to climate change mitigation and adaptation strategies for the building sector in particular. SBCI has now evolved to a global partnership with more than 50 members from all parts of the world, working together towards the objectives of SBCI. SBCI has also generated a number of spin-off activities and projects related to sustainable social housing, sustainable reconstruction after natural disasters, and policy development under global intergovernmental processes, including UNFCCC and the preparation fro Rio+20. SBCI is formally managed as a project within UNEP’s Division for Technology, Industry and Economics and is closely coordinated with other sustainable building projects, as well as with UNEP’s urban program. These activities are supervised by a senior programme officer, and supported by several technical experts. However, there is a need to have a dedicated person to take overall management responsibility for SBCI specifically. This function has in the past been shared by several persons in the unit but due to staff changes in UNEP this position is now open for applications. Duties of the SBCI Coordinator
Main duties of the SBCI coordinator are as follows:
1.  Take overall responsibility for managing SBCI
(i) Organize the preparation and implementation of the SBCI annual cycle of work, based on the annual work programme and budget and the Annual General Meeting. Prepare and organize the AGM, monitor and report on the budget, ensure coordination with UNEP management and relevance to UNEP PoW.
(ii) Coordinate and ensure sufficient support to various bodies in SBCI, including the board, the Index Steering Committee, Technical Advisory Committees and the Advocacy Committee: prepare briefing materials, meetings, monitor and report on progress of activities, engage and manage external experts, supervise implementation of specific activities and projects as requested by SBCI, coordinate preparation of key reports and documents, coordinate with key partner organizations and members. Under this activity two main areas of focus needs to be addressed:
• Development of the Sustainable Buildings Index, including all aspects of the Common Metrics.
• Policy advice work, including work under the United Nations Framework Convention on Climate Change (UNFCCC) process, policy support to developing countries, research and analysis of trends and modelling of policy options for sustainable building policies.
(iii) Ensure the SBCI membership management, including managing a targeted outreach program to recruit new members, a continuously updated internal communication among members, centred around the SBCI website, update of the SBCI charter to ensure a vital membership, communication and engagement of members in specific activities, provision of support to members’ activities and events when in line with the SBCI objectives, and active tracking of invoicing and payment of SBCI membership fees, maintaining an accurate rooster of SBCI members and partners.
(iv) Conduct other project management for SBCI including issuing and managing contracts, preparing briefing notes and reports, organize travel, manage all aspects of the SBCI budget  including budget revisions, evaluation activities, provides substantive support to consultative and other meetings, conferences, identifying participants, preparation of documents and presentations, conducts training workshops, seminars, makes presentations on assigned topics/activities etc.

2.  Support other sustainable buildings related projects and activities in UNEP
(i) Support the Senior Programme Officer in recruiting and supporting project managers for sub projects to SBCI, including participation in the development, implementation and evaluation of assigned relevant projects, etc. Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
3. Support the Senior Programme Officer for Sustainable Buildings and Cities in developing new projects and programmes in emerging areas, such as Green Economy, the 10-year programme on SCP, and cooperation with China and Africa, and to do so under the overall context of an integrated sustainable buildings & cities programme in UNEP.
(i) In coordination with concerned colleagues analyze trends and issues of significance to enhance UNEP’s work on sustainable buildings and coordination with other work areas in UNEP. Contribute to developing strategies and activities to respond to such issues. Develop project proposals, briefing notes and background information to support negotiations, fund raising and internal planning and coordination or programmes and projects.
(ii) Participate in and contribute to coordination activities with the sustainable urban development program, through joint briefing papers and proposals, support to specific activities and joint planning and coordination of meetings and activities.
Required Qualifications
The successful candidate should meet the following criteria:
Education
An advanced university degree in engineering, architecture, environmental or business management or a first university degree with a relevant combination of professional and academic qualifications. Specialisation in the field of sustainable buildings and construction is highly preferable.
Work experience
A minimum of seven years work with experience in dealing with the environmental aspects of sustainable buildings and construction is required. Programme/project development, management and co-ordination experience, especially from UN and/or at the international level is a strong asset, as is such experience within the area of sustainable buildings. 
Language
English is the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is an absolute requirement.  Knowledge of a second official UN language, preferably French, is an advantage.
Professionalism
The candidate shall demonstrate professional competence in the area sustainability management in organizations with strong analytical skills and ability to conduct research in the subject matter. The candidate shall have the ability to deliver outputs by deadline and work under pressure within tight deadlines. The candidate shall be able to develop clear goals that are consistent with agreed strategies and action plans and identify priority activities. The candidate shall have the ability to prepare project documents, strategy papers, briefing notes and reports that are clear, concise and meaningful for both technical and non-technical audiences. The candidate shall establish and maintain good working relationships with a broad range of people to implement organizational objectives.
Management experience
The candidate shall have the ability to provide technical leadership in overseeing work of more junior staff, local experts and consultants, ensuring quality of programmatic outputs and services. They shall maintain good communication with strategic stakeholders while providing leadership to assessment teams in the field and solving practical problems that arise.
