Mr. WANG studied urban development at Tongji University from 1960 to1964. Beginning in 1965, he served as Technician of Xuzhou Urban Construction Bureau, and from 1978 to 1981, he studied for his engineering master degree in the Road and Bridge Department at Tongji University, which was awarded in 1981. Later in 1981, Mr. WANG served as Technology Section Engineer, Urban and Rural Construction Section Chief, Deputy Chief Engineer and Deputy Director of Xuzhou Urban and Rural Construction Commission of Jiangsu Province. In 1984, he was appointed Deputy Mayor of Xuzhou City. In 1989, he became the Secretary and Chief Engineer of Ministry of Urban Construction. In 1995, he served as Deputy Secretary, Acting Mayor and Mayor of Harbin Municipal Committee of Heilongjiang Province. In 1998, he was appointed Vice Mayor of Beijing Province. In the meeting of the 10th National People's Congress in March 2003, he was appointed as the Minister of Construction. In March 2008, he was appointed the Chairman of Environment and Resource Protection Committee, National People’s Congress of China.
