He was born in November 1962 in Qingdao, Shandong. He graduated from Shandong University in 1984, and graduated from the Graduate School of the Chinese Academy of Social Sciences in 1987.During this time, He was sent to the University of Hawaii, the University of Chicago and Harvard University to study.
1987.7–1992.12 he served as a reporter at the Xinhua News Agency’s external news editorial department, a reporter at the Lusaka branch, a writer at the African General Office, and a special correspondent to South Africa.
1992.12—2001.3 He Served as Deputy Director, Director of the English Editing Office, Director of the Economic Editing Office, and Director of the Publishing Center of the Central News Acquisition and Editing Office of Xinhua News Agency.
2001.3—2007.2 He served as Deputy Director of the External Affairs Department of Xinhua News Agency and Deputy Director of the Foreign Affairs Bureau.
2005.8—-2005.12 He went to the University of Chicago to study public policy and management.

He also served as the Secretary-General of the World Media Summit Secretariat, the Chairman of the World Media Development Foundation, a member of the National Translation Qualification Examination Committee, the deputy director of the External Communication Committee of the Chinese Translators Association, the executive director of the China Translators Association and the executive director of the China-Africa Friendship Association.
